Cuts in Medicare "cannot be simultaneously used to finance other Federal outlays (such as the coverage expansions) and to extend the trust fund."
Then... President Obama Agrees:
"What I do agree with is that you can't say you're saving on Medicare and then spend the money twice."
Now... Secretary Sebelius Admits:
Shimkus: "Are you using it to save Medicare or to fund health care reform?"
Sebelius: "Both."
