It Depends on the Meaning of the Word "Rationing"

The House Energy and Commerce Health Subcommittee today examined the Independent Payment Advisory Board (IPAB), the controversial board of 15 unelected bureaucrats created in the health care law to cut Medicare spending.
HHS Secretary Sebelius today defended the board by claiming that it is prohibited from rationing care and instead, will reduce "excess cost growth" in Medicare spending.
It's a curious interpretation, and one that is not shared by the hundreds of medical experts who object to IPAB on the grounds that it will--have--the power to slash--or completely eliminate--coverage for certain treatments.--By almost any definition, this is what rationing health care would look like.--Given this discrepancy, Rep.
