The Committee on Energy and Commerce met in open markup session on Tuesday, October 16, 2007, pursuant to notice, and took the following actions:

H.R. 1236, To amend title 39, United States Code, to extend the authority of the United States Postal Service to issue a semipostal to raise funds for breast cancer research, was ordered favorably reported to the House, as amended by the Subcommittee on Health, by a voice vote.

No amendments were offered in full Committee.

H.R. 1424, the “Paul Wellstone Mental Health and Addiction Equity Act of 2007”, was ordered favorably reported to the House, as amended by the Subcommittee on Health, by a yea-nay vote: 32-13.

The following amendments were offered:

An amendment offered by Mrs. Wilson, #1, was defeated by a yea-nay vote: 20–33;

An amendment offered by Mr. Deal, #2, was defeated by a yea-nay vote: 14–26;

An amendment offered by Mr. Stearns, #3, was defeated by a voice vote;

An amendment offered by Mr. Deal, #4, was defeated by a yea-nay vote: 14–29;

An amendment offered by Mr. Rogers, #5, was defeated by a yea-nay vote: 16-23;

An amendment offered by Mr. Burgess, #6, was defeated by a yea-nay vote: 18–28;

An amendment offered by Mr. Burgess, #7, was withdrawn;

An amendment offered by Mr. Deal, #8, was defeated by a yea-nay vote: 16–31; and

An amendment offered by Mr. Burgess, #9, was withdrawn.
