H.R. 4591, "Stockholm and Rotterdam Toxics Treaty Act of 2005", was forwarded to the full Committee, amended, by a yea-nay vote: 15 - 10.

The following amendments were offered:

An en bloc amendment offered by Mr. Gillmor, #1, was adopted by a voice vote;

A substitute amendment offered by Ms. Solis, #2, consisting of the text of H.R. 4800, was defeated by a yea-nay vote: 8 - 14;

Five amendments offered en bloc by Mr. Green, #3, regarding action by the Administrator upon new listing or other changes, were withdrawn;

An amendment by Ms. Solis, #4, regarding conforming amendments to the Toxic Substances Control Act, was withdrawn.
