The following amendments were offered:
An amendment by Messrs. Barton and Dingell, #1, re: a) replacing section 312 with a new section outlining the duties of the Assistant Secretary for Cybersecurity; b) adding a new section 312(c) that requires the new Assistant Secretary to coordinate activities with the Federal agencies of expertise; c) replaces section 313 with a new section defining "cybersecurity"; d) adds a new section 407 that is a savings clause to ensure that any authority provided to the Department of Homeland Security does not diminish or otherwise alter the authority granted to other Federal agencies, including the Department of Commerce, Department of Energy, Department of Transportation, Federal Communications Commission, Federal Trade Commission, National Telecommunications and Information Administration, Environmental Protection Agency, Federal Energy Regulatory Commission, or the Nuclear Regulatory Commission; and e) includes the Committee on Energy and Commerce as a recipient of various reports required under the legislation, was adopted by a voice vote;
An amendment by Mr. Markey, #2, re: metropolitan medical response system, was adopted, as amended by the Markey unanimous consent request, by a voice vote;
A Markey unanimous consent request was heard to replace in line 3 of his amendment "such sums as may be necessary" with "$75 million" -- no objection;
An amendment by Mr. Markey, #3, re: whistleblower protections, was withdrawn by unanimous consent.
