H.R. 1647: Electricity Emergency Relief Act, was reported to the full Committee, amended, by a yea-nay vote: 17-13.

The following amendments were offered:

An amendment in the nature of a substitute by Mr. Barton, #1, was adopted, amended, by a voice vote;

An amendment to the Barton amendment by Mrs. Bono, #1A, re: energy conservation at Federal buildings during an electricity emergency, was adopted by a voice vote;

An amendment to the Barton amendment by Mr. Waxman, #1B, re: price-gouging and blackout prevention, was defeated by a yea-nay vote: 12-20;

An amendment to the Barton amendment by Mr.Walden, #1C, to strike sec. 303, which would establish a regional transmission organization in the western region, was adopted by a voice vote;

An amendment to the Barton amendment by Mr. Barrett, #1D, re: replacement of air conditioners used by the Federal government with more energy efficient units, was withdrawn by unanimous consent;

An amendment to the Barton amendment by Mr. Largent, #1E, re: authorization of $1,000,000 for the Tribal Energy Office, was adopted by a voice vote;

An amendment to the Barton amendment by Mr. Wynn, #1F, to strike sec. 102 regarding price mitigation in western market through demand management incentives (sale of foregone electric load), was withdrawn by unanimous consent;

An amendment to the Barton amendment by Mr. Largent, #1G, re: use of interval data to measure energy usage in Federal buildings, was withdrawn by unanimous consent;

An amendment to the Barton amendment by Mr. Boucher, #1H, re: addition of a new sec. 108 relating to price mitigation through natural gas price relief, was withdrawn by unanimous consent;

An amendment to the Barton amendment by Mrs. Bono, #1I, re: addition of new sec. 307 to amend the Low-Income Home Energy Assistance Act pertaining to public assistance during energy crises, was adopted by a voice vote;

An amendment to the Barton amendment by Mr. Markey, #1J, re: addition of new sec.108 regarding the protection of wholesale electric markets, was withdrawn by unanimous consent;

Three amendments to the Barton amendment offered en bloc by Mr. Waxman, #1K, to strike three sections: (1) sec. 107 - sale of transmission assets to State of California; (2) sec. 205 - PURPA contracts; (3) sec. 302 - emergency generation, was withdrawn by unanimous consent;

An amendment to the Barton amendment by Mr. Radanovich, #1L, re: addition of new sec. 206 -Hydroelectric power constraints and expansion study, was withdrawn by unanimous consent;

An amendment to the Barton amendment by Mr. Markey, #1M, re: addition of new sec. 108 - Net metering, was withdrawn by unanimous consent;

Two amendments to the Barton amendment offered en bloc by Mr. Markey, #1N, both relating to the addition of new sec. 108 amending the Energy Policy and Conservation Act regarding state energy programs, were withdrawn by unanimous consent;

An amendment to the Barton amendment by Mr. Cox, #1O, re: addition of new sec. 206 -  Generation assistance, was withdrawn by unanimous consent.
