An amendment by Mr. Bilirakis, #1, re: directing the Secretary of Health and Human Services, in consultation with the Attorney General, to evaluate the health risks associated with substances that are not scheduled as controlled substances under H.R. 3866, was adopted by a voice vote;

An amendment by Mr. Waxman, #2, re: treatment of Dehydroepiandrosterone (DHEA), was withdrawn by unanimous consent.

H.R. 2771, To amend the Safe Drinking Water Act to reauthorize the New York City Watershed Protection Program Act, was ORDERED FAVORABLY REPORTED by a yea-nay vote: 40 - 0.

The following amendment was offered:

An amendment by Ms. Solis, #1, re: changing the reauthorization period from "2003 through 2010" to "2003 through 2005", was defeated by a voice vote.

H.Res. 516, Supporting the goals of National Manufacturing Week, congratulating manufacturers and their employees for their contributions to growth and innovation, and recognizing the challenges facing the manufacturing sector, was ORDERED FAVORABLY REPORTED, AMENDED, by a voice vote.

The following amendments were offered:

An amendment by Mr. Gillmor, #1, technical (In the final clause of the preamble, strike "has been" and insert "was"), was adopted by a voice vote;

An amendment by Mr. Markey, #2, re: clarifying that Congress congratulates only manufacturers who have remained in the United States and not sent manufacturing jobs overseas, was adopted by a voice vote.
