H.R. 1291: Internet Access Charge Prohibition Act of 1999, was ORDERED FAVORABLY REPORTED, AMENDED, by a voice vote.

The following amendments were offered:

An amendment in the nature of a substitute by Mr. Upton, #1, was ADOPTED, by a voice vote;

An amendment to the Upton amendment in the nature of a substitute by Mr. Stearns, #1A, re: state and local tax on telecommunications review commission, was WITHDRAWN, by unanimous consent;

An amendment to the Upton amendment in the nature of a substitute by Mr. Markey, #1B, re: per-minute charges on Internet telephony services, was DEFEATED by a yea-nay vote: 8-31.

Prior to the vote on the Markey amendment, Mr. Deutsch made a motion to table consideration of the bill; the motion was DEFEATED by a voice vote.
