An amendment in the nature of a substitute by Mr. Waxman, #1, re: National Commission on Preserving and Strengthening Medicaid, was defeated by a yea-nay vote: 22-26, 1 voting "Present";

An amendment by Mr. Engel, #2, re: overturning the Administration’s rule on the Medicaid Upper Payment Limit (based upon H.J.Res. 92), was ruled not germane;
