During the 103rd Congress, 915 bills were referred to the Committee. The full Committee considered 61 measures and filed 72 reports (including conference reports). Forty measures regarding issues within the Committee's jurisdiction were enacted into law. These laws covered a wide variety of issues ranging from reform of the government securities industry to changes in nutrition labeling requirements.
Two of the major undertakings of the 103d Congress were the implementation of the North American Free Trade Agreement and the implementation of the trade agreements concluded in the Uruguay round of multilateral trade agreements under the General Agreements on Tariffs and Trade. The Committee was involved with many provisions of the NAFTA and the GATT, including those related to food safety, energy, telecommunications, and the environment.
The Committee also reported several health measures which became law, including reauthorization of the National Institutes of Health and legislation regarding injury and disabilities prevention, sexually transmitted diseases, and breast and cervical cancer. In addition, the Committee devoted a great deal of time and effort to the issue of health care reform.
The Committee continued its oversight activities in many areas, including contract management at the Department of Energy and the Environmental Protection Agency, implementation of the Clean Air Act, insurance solvency regulation, and many aspects of the nation's health care industry.
