H.R. 695: SECURITY AND FREEDOM THROUGH ENCRYPTION (SAFE) ACT , was ORDERED FAVORABLY REPORTED, AMENDED, by a yea-nay vote: 44-6.

Prior to consideration, a unanimous consent request by Mr. Bliley to discharge the Subcommittee on Telecommunications, Trade, and Consumer Protection from further consideration of H.R. 695, and to proceed to immediate consideration of the bill, as reported to the House by the Committee on the Judiciary on May 22, 1997, was AGREED TO with no objection.

The following amendments were offered:
An amendment in the nature of a substitute by Mr. Tauzin, #1, was ADOPTED, as amended, by a yea-nay vote: 44-6;
An amendment to the Tauzin amendment in the nature of a substitute by Mr. Markey, #1A, re: National Electronic Technologies Center (NET Center), was ADOPTED by a yea-nay vote: 40-11;
An amendment to the Markey amendment by Mr. Oxley, #1A(1), re: decryption requirements and liability, was DEFEATED by a yea-nay vote: 16-35;
An amendment to the Tauzin amendment in the nature of a substitute by Mr. Tauzin, #1B, re: encryption in interstate and foreign commerce, was ADOPTED by a voice vote.
