Despite Constantly Moving Goalposts, the Administration Cannot Escape Enrollment Failures

On September 30, 2013, just one day before open enrollment began, Health and Human Services Secretary Kathleen Sebelius told NBC News, “Success looks like at least 7 million people having signed up by the end of March 2014.” The failed rollout of the exchanges, however, has forced the administration to admit it will fall well short of its enrollment targets. Just yesterday, Vice President Joe Biden told a group in Minnesota, “we may not get to 7 million, but if we get to 5 of 6 million that’s a hell of a start.” Of course, White House spokesman Josh Earnest completely abandoned enrollment as a measure of success in early December, leaving us to wonder: if successfully enrolling individuals in the health care exchanges is not the goal, what is?
