NEWS: Media Outlets Report on Document that Reveals Administration Was Briefed In March On Implementation Woes

Two weeks after being warned by McKinsey, Sebelius appeared before Health Subcommittee and insisted, “We have the federal hub on track and on time… I can tell you we are on track.”   

The House Energy and Commerce Committee’s investigation into the botched rollout of the health care law has uncovered a document prepared by McKinsey & Co. in March 2013 that indicates senior administration officials at the White House and Department of Health and Human Services were aware of the concerns about meeting the October 1 launch date and the inability to complete end to end testing. The committee also learned that McKinsey representatives briefed administration officials on their findings on four occasions: March 28 at CMS Headquarters in Baltimore, Maryland, April 4 at HHS Headquarters in Washington, DC, April 5 at the Eisenhower Executive Office Building, and April 8 at the White House.

HHS Secretary Kathleen Sebelius attended the April 4 briefing that revealed implementation was facing numerous obstacles. However, two weeks later, Secretary Sebelius appeared before the Subcommittee on Health where she testified, “We have the federal hub on track and on time… At this point, our energy and resources are focused on getting it up and running, and we are on track and the contracts have been led and we are monitoring it every step along the way… I can tell you we are on track.” (Transcript: lines 2322-2347)

At this morning’s Oversight and Investigations Subcommittee hearing on “Security of HealthCare.gov,” Chairman Fred Upton (R-MI) commented, “The administration was on track – on track for disaster. But stubbornly, they stayed the course, repeating their claims that all was well and on track right up until the mess that launched October 1. Even after the launch, administration officials insisted volume was the primary culprit, when they knew otherwise.”
