Excerpt: “When the Nuclear Regulatory Commission (NRC) was established in 1975, the nuclear industry was expanding, the regulatory environment was still under formulation, and lack of operation experience required significant resources to help the NRC develop a mature and predictable regulatory framework. Today. the framework is under strain. New nuclear reactor designs, digital instrumentation and control devices, and advanced computer modeling and simulation, combined with an aging fleet and premature reactor closures require NRC to be more agile and responsive to a changing industry.”
