Chair Rodgers Announces Full Committee Markup of 28 Bills

Washington, D.C. — House Energy and Commerce Committee Chair Cathy McMorris Rodgers (R-WA) today announced a Full Committee markup. Biden’s LNG Export Ban is a Gift to Putin

Decision comes at the expense of America's energy security, jobs, and economy President Biden’s LNG export “pause” is a blatant political decision to appease his radical base at the expense of American energy security and the security of our allies. As Chair Cathy McMorris Rodgers (R-WA) said , “This is another gift to Putin.” Our European allies are desperately seeking American energy to counter Russia’s weaponization of its natural gas exports. In December 2023, more than 87 percent of U.S. LNG exports went to the European Union, United Kingdom, or Asian markets. President Biden’s LNG export pause weakens global energy security and undercuts our efforts to help Europe reduce its reliance on Russian energy.  If President Biden were serious about his rush-to-green agenda, he would unleash the production and export of clean, affordable, and reliable American LNG—which has roughly 40 percent lower lifecycle emissions than Russian LNG. American LNG has allowed us to reduce emissions more than any other nation, and we have the capacity to continue helping countries reduce their emissions even further.   Studies show that LNG exports could add upwards of $73 billion to the U.S. economy by 2040, create upwards of 453,000 American jobs, and increase U.S. held purchasing power by $30 billion. E&C Republicans Press Ford for Information on Planned EV Battery Plant with Ties to China

Washington, D.C. — House Energy and Commerce Committee Republicans, led by Chair Cathy McMorris Rodgers, wrote to Ford President and CEO James Farley regarding a new partnership with Chinese-owned Contemporary Amperex Technology Co., Limited (CATL) to build lithium iron phosphate batteries in the United States.  CLICK HERE to read FOX News's coverage: BACKGROUND :  Earlier this year, Ford announced it would invest $3.5 billion to construct a lithium iron phosphate battery plant in Marshall, Michigan.  According to Ford, its wholly-owned subsidiary will manufacture the battery cells using Chinese company CATL’s technology and services.  KEY LETTER EXCERPTS :  “While Ford has labeled this project a ‘commitment to American manufacturing’ and asserts it will create 2,500 new American jobs, we are concerned that Ford’s partnership with a Chinese company could aid China’s efforts to expand its control over United States electric vehicle supply chains and jeopardize national security by furthering dependence on China.”  […]  “Additionally, Members learned at this hearing that Chinese companies often supply their own workers to projects in Latin America and Africa, reinforcing fears that CATL will import workers for this facility rather that creating jobs for United States workers.”  […]  “We seek to learn more about whether this partnership, and others like it, will potentially exacerbate our reliance on China. Should China gain control of domestic electric vehicle production, the United States would be exposed to serious national security risks at a time of escalating geopolitical tensions.”  The Members requested information and answers to the following questions by September 18, 2023:  A copy of the complete licensing agreement between Ford and CATL, including any appendices, amendments, or addenda.  All documents and communications exchanged between Ford officers or employees and officials, appointees, employees, contractors, or consultants of the United States government referring or relating to Ford and CATL’s partnership and eligibility for tax credits and federal incentives.  Did Ford consider making a similar investment in a partnership with a non-Chinese company? If so, why did Ford ultimately decide to partner with CATL? E&C Republicans Lead Passage of Two Bills to Stop the Biden Administration from Banning Gas Stoves

To stop President Biden’s de facto ban on gas cooking appliances, Energy and Commerce Republicans are leading on two bills, both of which passed the People’s House this week with bipartisan support.  H.R. 1615, the Gas Stove Protection and Freedom Act (Rep. Kelly Armstrong, R-ND) , will prohibit the Consumer Product Safety Commission (CPSC) from implementing a ban on gas stoves. This bill passed the House 248-180.  H.R. 1640, the Save our Gas Stoves Act (Rep. Debbie Lesko, R-AZ) , will prohibit the Department of Energy (DOE) from implementing a ban on gas stoves. 151 House Republicans Demand EPA End Their Effort to Dictate the Cars that Americans Drive

Proposed Standards Will Make it Harder for Americans to Afford New Cars Washington, D.C. — 151 House Republicans, led by Energy and Commerce Committee Chair Cathy McMorris Rodgers (R-WA), today sent a letter to Environmental Protection Agency (EPA) Administrator Michael Regan urging him to rescind the agency’s proposed emissions standards for light- and medium-duty vehicles and heavy-duty trucks. The EPA’s ill-conceived effort is just their latest attempt to carry out President Biden’s radical rush-to-green agenda, which will take away Americans’ choice when it comes to the kind of vehicle they drive—and arm-twist people into buying vehicles they can’t afford.   CLICK HERE to read exclusive coverage from Fox News.  Excerpts and highlights from the letter:  "We write to express deep concerns with the Environmental Protection Agency’s (EPA’s) proposed standards for light- and medium-duty vehicles and heavy-duty trucks. The proposals are the latest effort by the Biden administration to commandeer America’s transportation sector and force its complete vehicle electrification under the guise of mitigating climate change.    "The light- and medium-duty vehicle proposed standards are unworkable and impractical. EPA estimates that the proposed standards would lead to electric vehicles (EVs) accounting for 67 percent of new light-duty vehicle sales and 46 percent of new medium-duty vehicle sales in the United States by model year 2032. The projected statistics are a far cry from the current EV market share of 4.5 percent, making these standards a deliberate market manipulation to prop up EVs. Furthermore, a rapid shift towards EVs would benefit only the Chinese Communist Party (CCP), as China has a stranglehold on the critical minerals supply chain and manufacturing of EV batteries. For example, China currently controls 50 to 70 percent of global lithium and cobalt refining that are necessary for EV batteries.  "Additionally, EVs are not necessarily better for the environment in terms of emissions reductions.  Specifically, over its lifetime, an EV only has lower emissions than an internal combustion engine vehicle if it travels between 28,069 and 68,160 miles and remains in service for more than 10 years – circumstances which are not being realized today.   "Worst of all, the proposed standards would make life harder and even more unaffordable for Americans and their families. According to Kelley Blue Book, the average price of an EV is $65,291, which is $17,197 more than the average price of an internal combustion engine vehicle. Insurance for electric cars costs $206 per month on average, which is $44 more per month than insuring a gas-powered car. Pricing is especially important, because access to a car is tied to improved economic outcomes for low-income households. Americans should not be forced into paying an excessive amount for a car they do not want and cannot afford. Also, the lack of driving range continues to be a problem with EVs. Forcing rural America into a largely EV future is condemning these communities into isolation.    "Given that the recent EPA announcement was only a proposal, we strongly urge you to rescind this ill-considered effort . Americans want the ability to choose the vehicle that best meets their needs, that is reliable, and that they can afford -- not be forced into buying an EV." Innovation, Data, and Commerce Subcommittee Chair Gus Bilirakis (R-FL): One of my constituents, Patricia is an 84 year-old resident of Hudson, Florida, who lives on a very restricted income with her 62 year-old disabled daughter. Their electric bill has gone up an average of $50.00 per month in the past year. In Florida, where the summers have always been long and hot, their electricity rates are expected to climb even higher. When coupled with other inflationary increases in the price of food and medicine, this mother-daughter duo has faced severe financial hardship. Daniel owns a lawn business in my district. Skyrocketing fuel prices have forced him to restrict his service territory and increase his rates by 30%. Another constituent, Brian, owns a small trucking company. His costs have gone up 70% since 2020, primarily due to the surge in energy costs. He is worried about being forced to close. These are just three stories of constituents who are struggling and need relief now. The good news is that the House just passed the Lower Energy Costs Act. This critical bill will provide relief to consumers by: reversing the anti-energy policies of the Biden administration, reforming the permitting process, boosting domestic energy production, streamlining energy infrastructure and exports, and supporting the production and processing of critical minerals. […] New and emerging technologies will allow the United States to better harness the existing swath of renewable and nonrenewable energy sources that are available. Communications and Technology Subcommittee Chair Bob Latta (R-OH): Since President Biden’s first day in office when he canceled the Keystone XL Pipeline, he has made it clear that writing our own destiny when it comes to energy security is off the table. His administration launched a war on American energy, which has driven energy prices through the roof and hurt everyday Americans. But beyond the sky-high prices, the Biden administration has also compromised national security by forcing more reliance on foreign adversaries to supplement our depleted energy reserves. Look no further than the foreign energy cartel, OPEC. Its recent announcement to significantly cut oil production is poised to drive up U.S. energy prices even more. It is entirely unacceptable for the actions of a foreign adversary to have a direct effect on how much Americans pay for gas. If we had an energy strategy focused on production here in the United States, their actions wouldn’t be a concern to American consumers. It’s no secret the Chinese Communist Party (CCP) wants to replace the U.S. as a global economic and technological power. House Energy and Commerce Committee Republicans previewed their plans to strengthen American resolve against the CCP and ensure America, not China, wins the future. Last week, Energy and Commerce Committee Chair Cathy Rodgers (R-WA) announced that TikTok CEO Shou Zi Chew will testify on March 23, 2023, before the committee on the platform’s consumer privacy and data security practices, its harm to kids, and its ties to the CCP. AMERICA’S DANGEROUS ENERGY DEPENDENCE ON CHINA During a full committee hearing last week, Republicans raised concerns about how President Biden is making America dangerously dependent on adversaries like China for our energy. “Every energy technology and source has a role to play but we need to be able to ensure that we are not becoming entirely dependent on unreliable, intermittent energy sources that rely on Chinese supply chains,” Chair Rodgers said . “It’s time to flip the switch and unleash American energy and this committee is at the very center of securing our global leadership and making people's lives better.” “There’s no doubt that China is adding wind and solar and other renewables to their energy matrix,” Subcommittee on Energy, Climate, & Grid Security Chair Jeff Duncan (R-SC) said . “They’re also building a heck of a lot of coal fired power plants, fossil fuel generation, mining rare Earth minerals that they need for all the technology, which is very detrimental to the environment.” “If we want viable, sustainable energy solutions that make all Americans secure, that appreciates the diversity of our landscapes, and doesn’t rely on premature, aspirational technologies or the availability of mineral supplies from foreign countries being available; then it’s time to turn the page on the current, national energy strategy, or lack thereof. Particularly since it’s one that makes us more dependent on nations that hate us,” Subcommittee on Environment, Manufacturing, & Critical Materials Chair Bill Johnson (R-OH) said . “To illustrate the point, I ask my colleagues to consider a recent article in the Washington Post. It suggested senior U.S. military officials are predicting, and preparing for, war within one to five years with China—the very country we depend on for the critical minerals required for many of the ‘rush to green’ solutions.” “China is striving to secure oil, gas, and critical minerals supply around the world while defending its dominance of renewable energy supply chains,” Robert McNally, the President of Rapidan Energy Group, LLC, testified to the Committee. BOOSTING AMERICAN COMPETITIVENESS TO BEAT CHINA At an Innovation, Data, and Commerce Subcommittee hearing, members and witnesses discussed how America can compete against China and win the future. “Today’s hearing focuses on the greatest threat to our country right now—China. So, it is fitting that to begin the 118th Congress we focus on this threat and discuss how to recapture and maintain our global leadership. The CCP will stop at nothing to undermine our global leadership and weaken our economy,” Subcommittee Chair Bilirakis (R-FL) said . “They have bought up our farmlands, stolen our intellectual property, and embedded themselves deep within many of our supply chains. Now they are turning their attention towards establishing the global standards for emerging technologies. The CCP has invested heavily in Artificial Intelligence and other emerging technologies. Paired with this investment, China is creating favorable environments for their private sector companies and entrepreneurs to deploy and test these technologies.” “In 2020, the China Task Force found that the Chinese Communist Party (CCP) ‘has a record of using official government resources and companies with CCP affiliations to compromise the data of people around the world’ and that the United States and its allies need to join the ‘effort to secure data from the CCP’s surveillance state and other malign entities.’ These concerns are especially prevalent in China itself, where advanced technology is used to track and monitor their citizens with few protections,” Brandon Pugh, Policy Director and Resident Senior Fellow of the R Street Institute, told the Subcommittee . “Similar concerns are echoed by federal government leaders like Federal Bureau of Investigation Director Christopher Wray, who previously said ‘if you are an American adult, it is more likely than not that China has stolen your personal data.’ He made even more pointed comments recently, saying that ‘China’s vast hacking program is the world’s largest, and they have stolen more Americans’ personal and business data than every other nation combined.’” CHINA'S DANGEROUS STONEWALLING During an Oversight and Investigations Subcommittee hearing, Republican members noted how China has put the world in danger of future outbreaks because of that country’s refusal to cooperate with investigations into the origins of COVID-19. “Existing pandemic preparedness plans have mentioned the need for investigating the origins of pandemics but have neither spelled out the challenges nor the specifics for how to conduct an effective probe,” Subcommittee Chair Morgan Griffith (R-VA) said . “One of the challenges laid out in the (GAO) report is the need for investigators to have more access to samples from early cases in order to be effective in determining the pandemic’s origin. We must address this issue since some government organizations, including the Government of the Chinese Communist Party, have a history of withholding this type of information.” BEATING CHINA IN NEXT-GEN TECHNOLOGY Members of the Communications and Technology Subcommittee examined how China is seeking to undermine us in a range of advanced communications technologies, including next-gen satellite technology. “We must also ensure continued American leadership in advanced communications services. In order to do that, our regulations must foster an environment of innovation and certainty,” Subcommittee Chair Bob Latta (R-OH) said . “As countries like China seek to dominate the technologies of the future, we must make the United States an attractive place to invest in cutting edge developments that align with American values and guarantee the availability of trusted satellite communications. “Countries like China seek to undermine us in a range of advanced communications technologies, including next-gen satellite technology. We can’t afford to let this happen,” Chair Rodgers said . “The Chinese Communist Party will do whatever it takes to embed their authoritarianism into next generation technologies like these. This is a country that spies on its citizens and asserts strict government control over businesses and the economy. They want to replace the U.S. as the economic and technological power so they can spread their values and vision of the future. We need to make sure these technologies are developed in an ecosystem that promotes America’s values, not China’s.” “China’s accelerating space prowess and reach presents both economic and national security challenges. China’s expanding space sector creates a competitive alternative in the global marketplace, oftentimes with attractive incentives and financing, that will steadily chip away at the market share enjoyed by U.S. companies,” Kari Bingen, Director, Aerospace Security Project and Senior Fellow, International Security Program, Center for Strategic and International Studies said. “As highlighted in a 2021 European market assessment, ‘[W]hile the most advanced commercial space companies clearly remain Western companies, China is now leading the world in terms of number of commercial space companies being established.’ On the national security front, the U.S. military’s battlefield advantage has long rested on our superior technology. E&C Republicans Lead Bipartisan Bill to Stop Biden Admin from Sending SPR to China

Washington, D.C. — Energy and Commerce Committee Republicans spoke on the House Floor yesterday in support of H.R. 22, the Protecting America’s Strategic Petroleum Reserve from China Act , which passed with overwhelming bipartisan support 331-97. Led by Energy and Commerce Committee Chair Cathy McMorris Rodgers (R-WA), the members condemned the Biden administration’s reckless depletion of oil from the Strategic Petroleum Reserve (SPR)—which helped China build the world’s largest government-controlled stockpile—and demanded the administration work to unleash American energy. Chair Rodgers released the following statement following passage of H.R. 22: “To cover up his failed policies driving our energy and inflation crisis, President Biden is draining our nation’s Strategic Petroleum Reserves at an alarming rate. America’s SPR – once the world’s largest stockpile – has been depleted to the lowest levels since 1983. To date, President Biden has released more from the SPR than all U.S. presidents in history combined. Millions of barrels of that oil have gone to China, which now has the world’s largest government-controlled stockpile of oil.
